[UOS] G-STIC Climate Action Programme

To support developing countries in the fight against climate change, the Government of Flanders launched in 2021 the G-STIC Climate Action Programme, a call for proposals in the context of international climate finance. By providing financial support to projects for climate change adaptation and mitigation, the G-STIC Climate Action Programme aims to strengthen developing countries' implementation of climate policies, strategies, regulations and action plans.

On 28 April 2023, the Government of Flanders decided to launch the third project call international climate finance through the G-STIC Climate Action Programme. For 2023 the Government of Flanders provides €17.6 million in subsidies for demonstration, dissemination & capacity building projects that are carried out in developing countries and in which a Flemish organization takes the lead.

Project applicants may submit multiple, but different, project proposals. If several of his project proposals are selected, the same applicant can receive a subsidy for a maximum of 3 project proposals, namely for the 3 highest ranked.

The maximum amount and support percentage that can be received differs per type of project:

  • Dissemination and capacity building projects: the maximum awarded subsidy is EUR 500,000 and does not exceed 85% of the total estimate project budget.
  • Demonstration projects: the subsidy is a maximum of 2,500,000 euros and not more than 60% of the total estimated project budget for small enterprises, not more than 50% for medium-sized enterprises and not more than 40% for large companies.

In this call, the Flemish Government alsofocuses on highlight areas, namely countries and regions that provide starting points for its own substantive priorities, as propagated in Flemish foreign policy. Projects related to these areas receive a bonus point for the selection criterion relevance.
This relates to the following themes and areas:

  • Green economy, recycling and energy in Morocco;
  • Sustainable water management around the Mekong River (Myanmar, China, Laos, Thailand, Cambodia and Vietnam);
  • Climate adaptation in Southern Africa (South Africa, Malawi, Mozambique, Botswana, Lesotho, Namibia, Swaziland).
