[FWO] Verstrenging verslaggevingsbeleid onderzoeksprojecten | Tightening of reporting policy for research projects

Ten laatste op 30 juni verwacht het FWO interim- en ex post-verslagen van onderzoeksprojecten die respectievelijk 2,5 jaar lopen of 1,5 jaar geleden zijn afgerond.
Vanaf dit jaar zal het FWO strenger toezien op de naleving van bepaalde reglementaire verplichtingen via deze verslagen. Bij vaststelling van inbreuken krijgt het verslag een onvoldoende beoordeling. Dit heeft vanaf 2025 ook als gevolg dat de begunstigde gedurende twaalf maanden geen nieuwe financieringsaanvraag kan indienen bij het FWO.
Alle details over het verslaggevingsbeleid zijn te vinden op deze FWO-webpagina. Hieronder vatten we de elementen die tijdens de verslaggeving beoordeeld worden samen.
- Registratie van onderzoeksresultaten: Relevante publicaties, onderzoeksdatasets en onderzoeksinfrastructuur dienen opgenomen te zijn in FRIS. Dat doe je door je publicaties en datasets tijdig in Biblio te registreren, gekoppeld aan het FWO-project, zodat ze automatisch kunnen doorstromen naar FRIS. Onderzoeksinfrastructuur dien je te registreren in GISMO. Indien uit het verslag blijkt dat relevante peer-reviewed tijdschriftpublicaties niet correct werden opgenomen, zal het panel het verslag als onvoldoende beoordelen.

- Open Access: Peer-reviewed tijdschriftpublicaties moeten publiek beschikbaar zijn. Daaraan voldoe je door in Biblio zeker een versie van je tijdschriftartikel op te laden die wettelijk opengesteld kan worden:
- Ofwel de finale gepubliceerde versie (de Version of Record of VoR) indien het artikel rechtstreeks in Open Access werd gepubliceerd.
- Ofwel de na peerreview geaccepteerde versie van het tijdschriftartikel (het Author’s Accepted Manuscript of AAM) indien het niet rechtstreeks in Open Access werd gepubliceerd (en dus achter een betaalmuur zit). In Biblio wordt de AAM-versie dan opengesteld na de in de Belgische wetgeving toegelaten maximale embargoperiode.
Als uit het verslag blijkt dat één of meerdere publicaties niet in Open Access beschikbaar zijn in Biblio, al dan niet na de maximale embargoperiode van 12 maanden, zal het panel het verslag als onvoldoende beoordelen.

- DMP: Indien het ex post-verslag geen finaal Data Management Plan (het geactualiseerde DMP) bevat, dan zal het panel een onvoldoende toekennen.

- Wijzigingen t.o.v. het projectvoorstel: Als uit het verslag blijkt dat andere wetenschappelijke doelen zijn nagestreefd dan die in het oorspronkelijke projectvoorstel, zal het panel het verslag als onvoldoende beoordelen.
- Klinische studies: Klinische studies moeten worden geregistreerd in een geschikte openbare databank. Het studieprotocol en de resultaten dienen binnen een jaar na afronding te worden toegevoegd. Bij het niet naleven van deze verplichting krijgt het ex post-verslag een onvoldoende.

Na ontvangst van een negatieve evaluatie hebben onderzoekers nog 30 kalenderdagen om te remediëren. Het panel kan de evaluatie op basis hiervan nog herzien.
Let op! Deze remediëring verloopt niet via het FWO evaluatieverslag. Dit wordt NIET terug opengesteld in het FWO e-loket. De onderzoeker dient via e-mail te reageren op een "onvoldoende" evaluatie. Indien van toepassing moet hier een screenshot van de aanpassing in Biblio (bv. van closed naar open access) toegevoegd worden.
Bij een "onvoldoende" evaluatie van eindrapporten zonder remediëring kan geen toekomstige financiering aangevraagd worden, bij een "onvoldoende" evaluatie van interimrapporten zonder remediêring leidt dit tot stopzetting van de financiering (zie algemeen reglement Art. 9).

By 30 June at the latest, the FWO expects interim and ex post reports from research projects that have been running for 2,5 years or were completed 1,5 year ago.
From this year on the FWO will monitor compliance with certain regulatory obligations more strictly through these reports. When determining infringements the report will receive an insufficient rating. From 2025 this means that the beneficiary will not be able to submit a new funding application to the FWO for a period of twelve months.
All aspects of the reporting policy can be consulted on this FWO website. You can find a summary of the evaluation criteria of the report below:
- Registration of research results: relevant publications, datasets and research infrastructure must be registered in FRIS. To achieve this you must register your publications and datasets timely in Biblio, linked to the FWO-project, so that they can automatically be transferred to FRIS. You need to register research infrastructure in GISMO. If the report shows that relevant peer-reviewed journal publications have not been added correctly, the panel will evaluate the report as insufficient.

- Open Access: Peer-reviewed journal publications must be publicly available. You can comply with this by uploading a version of your journal article to Biblio that can be made legally accessible:
- Either the final published version (the Version of Record or VoR) if the article was published directly in Open Access.
- Either the peer-reviewed accepted version of the journal article (the Author's Accepted Manuscript or AAM) if it was not published directly in Open Access (and is therefore behind a paywall). In Biblio, the AAM version is then made available after the maximum embargo period permitted by Belgian law.
If the report shows that one or more publications are not available in Biblio as Open Access, whether or not after the maximum embargo period of 12 months, the evaluation panel will assess the report as insufficient.

- DMP: If the ex post report does not contain a final Data Management Plan (the updated DMP), the panel will assess the report as insufficient.

Regarding Research Data Management and datasets in the FWO report

- Changes to the project application: If the report shows that scientific objectives other than those specified in the original project proposal have been pursued, the panel will assess the report as insufficient.
- Clinical studies: Clinical studies must be registered in a suitable public database. The study protocol and results must be added within one year of completion. Failure to comply with this obligation will result in the ex post report being given an insufficient rating.

After receiving a negative evaluation, researchers have 30 calendar days to remedy the situation. Based on this, the panel can still revise the evaluation.
Please note! This remediation does not take place via the FWO evaluation report. This will NOT be reopened in the FWO e-portal. The researcher must respond to an ‘insufficient’ evaluation by email. If applicable, a screenshot of the change in Biblio (e.g. from closed to open access) must be attached.
If ex post-reports are evaluated as ‘insufficient’ without remediation, no future funding can be requested. If interim reports are evaluated as ‘insufficient’ without remediation, this will result in the termination of funding (see also general regulations, article 9).
